Brain Injury (BI)

The Brain Injury (BI) Waiver in Minnesota is a Medicaid program designed to support individuals who have sustained an acquired brain injury and require a level of care typically provided in a nursing facility or similar institutional setting. The BI Waiver allows individuals to receive essential services while remaining in their homes and communities — where healing, stability, and connection matter most.
This waiver focuses on maximizing independence, restoring confidence, and enhancing overall quality of life.


The BI Waiver offers a range of services tailored to the unique needs of individuals with brain injuries, including:

 

  • Case Management

  • Residential Services

  • Day Programs

  • Personal Care Assistance (PCA)

  • Behavioral Support

  • Respite Care

  • Home and Vehicle Modifications

  • Assistive Technology

  • Transition Services

Eligibility


To qualify for the BI Waiver, an individual must:

  • Have a documented brain injury — traumatic or non-traumatic (such as from stroke, aneurysm, or other medical causes)

  • Require the level of care provided in a nursing facility

  • Be eligible for Medical Assistance (MA)

  • Choose to receive services in a community-based setting rather than an institutional facility
